Chinese Students and Scholars Association at

This
set of bylaws shall supplement the constitution of the Chinese Students and Scholars
Association (CSSA) at the Johns Hopkins Medical Institutions
Section 1 – President a) will serve as a voting member on the executive board b) will serve as presiding officer at executive board meetings c) will supervise the organization’s business and activities d) will correspond with the International Student Services Office (ISS) e)
will correspond with the Education Office-Embassy of the People’s
Republic of f) will create and maintain relationships with regional CSSAs or industrial contacts g) may assume any responsibilities not assigned to any other office, with the approval of the executive board
Section 2 – Executive Vice President a) will serve as a voting member on the executive board b) will be in full charge of execution/performance of events sponsored or run by CSSA c) will perform all presidential duties as described in Section 1) in the absence of the president d) may assume any responsibilities not assigned to any other office, with the approval of the executive board Section 2 – Vice President a) will serve as a voting member on the executive board b) will perform specific duties described in the JHMI-CSSA organization chart c) will supervise affiliated functional groups to plan and execute social events d) may assume any responsibilities not assigned to any other office, with the approval of the executive board
Section 3 – Treasurer a) will serve as a voting member on the executive board b) will create a budget c) will coordinate the request of internal funds from University offices, such as Student Assemby d) will coordinate the reimbursement of funds e) will assist fund raising vice president for external fund-raising programs, if necessary f) will maintain records on all financial transactions g) may assume any responsibilities not assigned to any other office, with the approval of the executive board
Section 4 – Secretary in General a) will serve as a voting member on the executive board b) will send and receive all official CSSA correspondence c) will work with new comer department chairs to arrange ride and temporary housing for new coming Chinese students d) may assume any responsibilities not assigned to any other office, with the approval of the executive board
Section 5 – Website Master a) will serve as a voting member on the executive board b) will create and/or maintain the webpage of JHMI-CSSA and its affiliated organizations, with frequent updates C) may assume any responsibilities not assigned to any other office, with the approval of the executive board
Section 6 – Newsletter Editor a) will serve as a voting member on the executive board b) will editor CSSA’s monthly newsletter and send out JHMI-CSSA’s accouncement c) may assume any responsibilities not assigned to any other office, with the approval of the executive board Section 7: Functional Group Chair a) will have duties as defined in the position description or assigned by the president Section 8 – Temporary Officers/Member at Will a) will have their duties assigned by the executive board
Section 9 – Advisor a)
will act as the mode of communication between the b) will cast the tie-breaking vote in the event of a tie in executive board decisions
Article II. Selection of Officers
Section 1 – Eligibility a) any member affiliated with JHMI may run for the office of President b) any member may run for the offices Vice President, Treasurer, Corresponding Secretary, and Newsletter Editor b) any member has a solid computer background may run for Website Master c) any member has a solid writing or editing background may run for Newsletter Editor
Section 2 – Nominations a) nominations for the office of President will open three weeks before the election and will close one day before the election b) nomination for the offices of Vice President, Treasurer, Corresponding Secretary, Website Master, and Newsletter Editor will open after the generation of President c) the elected President has the right to make a final decision for the offices described in b) Section 3 – General Election Procedures a) general election will be held for the office of President via the JHMI-CSSA email list b) each candidate will be given opportunity to communicate and answer questions from the electorate via the JHMI-CSSA email list c) the members have one week to vote via the JHMI-CSSA email list. The election will be closed after a week d) The candidate receiving the most votes will serve as the JHMI-CSSA President, and the President may recruit other committee members from the nomination list in Section 2), including Vice President, Treasurer, Corresponding Secretary, Website Administrator and Newsletter Editor
Article III. Meetings
Section 1 – Executive Board Meetings a) will be held monthly, or at the discretion of the executive board b) will be open to all members; however, only the following officers will be voting members of the executive board: President, Vice President, Treasurer, Secretary in General, and committee/group Chairs
Section 2 – Committee Meetings a) all appointed committees are expected to meet frequently, at the discretion of the committee chair, to coordinate execution their assigned event, activity, or program. b) a designated member of the committee, which may or may not be the committee chair, will keep a record of the meeting and promptly send the minutes to the president.
Article IV. Amendments
Section 1 The bylaws may be amended by a 2/3 majority vote of the membership vote via the JHMI-CSSA email list. |
